Kansai International Airport born as a noiseless "echo-friendly airport"

The noise and safety problems of Itami Airport, such as flying low over urban areas, prompted the idea of building Kansai International Airport. Additional extension of Narita airport was suspended due to land expropriation problems. As Japan needed another proper international airport, it was decided that Kansai International Airport be constructed as a marine airport 5km offshore in Osaka bay so as to not burden urban dwellers with noise pollution.

"WECPNL 70 or lower" is applied to residential areas in accordance with the "Environmental Standard for Aircraft Noise.
A level of WECPN 70 is kept within the sea area,
which meets the environmental standards of surrounding areas.

Weighted Equivalent Continuous Perceived Noise Lebel
It is generally referred to as a "high level of aircraft noise" and is a unit showing the level of aircraft noise per day at one point. The calculations are made considering noise level per aircraft, hours of flying and number of flights.
In the Environmental Standard for Aircraft Noise, the level WECPNL 70 or lower is applied to residential areas and WECPNL 75 or lower to non-residential areas where normal living level is to be maintained.
