The master plan delineates construction of two additional runways, runways B and C, and related facilities farther off the coast than the current airport island. Runway B and the related facilities will be constructed as part of the 2nd phase project.

Outline of the 2nd Phase Project

The 2nd-phase project for Kansai International Airport is intended to develop an approx. 545 ha land 200 m off the present 1st-phase airport island and upgrade various facilities concerned with the 4,000 m parallel runway in order to use the parallel runway from 2007.In the second phase construction work, different from the first, land and superstructure is developed by different companies, the land development work of airport island by Kansai International Airport Land Development Co., Ltd. and airport facilities including runways by Kansai International Airport Co., Ltd. Land development work of the airport island started on the 14th of July, 1999 after receiving a reclamation permit on the 9th of July.
