impact of the work.Efforts are made for efficient use of resources,prevention
of waste, energy savings, raised consciousness in regard to environment
considerations by the concerned persons, etc.

Installation and efficient use of silt
protection sheets
In order to prevent spreading of turbidity
of the sea water from the introduction of soil to the surrounding
areas with the start of work for construction of the second
airport island, two types of silt protection sheets, a suspended type and a selfstanding type,had been installed over nearly
the entire circumference.
In November 2001, the seawall surrounding the airport island,
except for the opening for ships to enter and leave, was almost
completed.Together with this, the no longer required contamination
prevention membranes were redeployed to sheets for prevention
of outflow of earth and sand from the inside of the seawall
with the changing tides, and the concrete blocks (anchor blocks)
used to fix the contamination prevention membranes were redeployed
as blocks for the upper part of the seawall.A total of 716 blocks
were redeployed, accounting for 22% of the approximately 3300
upper blocks to be installed.

Quality control for mountain soil
The quality of the mountain soil used for
the work was decided as having a content of less than 20% of
silt (grain size:0.075 mm or less), which floats up easily when
the soil is poured into the sea,and not to use sand not meeting
this standard.
The quality of the mountain soil is managed by installing sand
grain size testers (JIS A1204) at each soil collection site
and checking the content of silt and smaller grains.At the work
site,the contractors take samples once a day from each ship
separate by collection site on board before entry into the work
area and confirm the content of silt and finer particles with
measuring cylinders (washing test).
The mountain soil presently used has a silt content of around
10%, and no mountain soil not meeting the standard has been
found.

Measures against air pollution,noise, and
vibrations
Use of construction machines with exhaust
gas countermeasures
The contractors have the duty to use construction
machines with exhaust gas countermeasures (*1), or when use
of such machines is not possible, to use construction machines
equipped with suitable exhaust gas purification devices (*2).

Use of fuel of good quality
As an exhaust gas countermeasure for the
ships and construction machines used for the work,efforts are
made for reduced fuel consumption by efficient use.
Instructions are given to the contractors to use fuel of good
quality (grade A heavy fuel oil, light fuel oil, etc.) for the
ships,machines,etc.used for the work.
Operation management for the work-related
vehicles
For the transport of materials for manufacture
of caissons and wave-eliminating blocks on the opposite shore,
efforts are made to reduce the influence of air pollution, noise,
vibrations, etc.in the coastal region.
Reuse of soil generated by the construction
Maintenance work for the first phase airport
island still continues, and the earth resulting
from this work is reused for the second airport
island.

In order to grasp the exhaust condition for
air pollutants by the ships engaged in the work, exhaust gas
measuring was performed.
Workers training
Training in regard to the items required
for implementation of work activities under consideration of
the environment is being performed periodically for all workers
engaged in the construction work for the second airport island
and for the representatives of the subcontractors.
Investigation of planting for filled-up
land Blowing the seeds
An investigation of planting was performed
for the filled-up land of the second airport island as a step
towards imple-mentation of the plating in the vicinity of the
runway and the taxiways of the second airport island.Seeds for
grass etc. (Italian grass,alfalfa,etc.) were blown onto different
kinds of soil,and the growth characteristics, the implementation
characteristics, the economy, etc.were being investigated.
