Background for the establishment of the Kansai
International Airport
With the start of use by jet aircraft in June 1964, the noise
problems for the Osaka International Airport (Itami Airport)
became more severe, the people living around the airport went
to court to stop flights at night, to abolish Osaka International
Airport, etc., and arbitration in regard to the pollution adjustment
committee etc. started.
Countermeasures against the occurrence were taken, like limitation
of night flights, introduction of large aircraft with low noise
(Air Bus), etc., and moving compensation, soundproofing of housing,
and other measures were advanced, while on the other hand the
insufficient transport capacity of the Osaka International Airport
because of operation limitations etc. became more severe.
In this situation, the Airport Council in 1974 investigated
and evaluated the three proposed locations off the coast of
Senshu, off the coast of Kobe, and on the Harima sea and judged
that the Senshu location is the most desirable one.
On receiving this report in 1981, the Transport Ministry (the
present Ministry of Land, Infrastructure and Transport) presented
the so-called "Troika" set of 'Plan for the Kansai
International Airport', 'Plan for evaluation of the environment
influence of the Kansai International Airport', and 'Philosophy
for the preparation of the location for the Kansai International
Airport', and after the three districts agreed in 1984, a detailed
work assessment was implemented by the Kansai International
Airport Co., Ltd., which was established as the main body for
construction and operation of Kansai International Airport.
For the construction work, suitable environment protection measures
were implemented so as not to influence the environment of the
surrounding sea etc., an environment monitoring system was established,
and efforts towards environment creation were made by construction
of seaweed banks etc.
This airport on the sea, with no aircraft noise pollution and
mild to the environment, came into existence in this way.
